Yeah unfortunately, the AI strategy is buried in the game code. As far as I understand it, the strategies are completely random and certain percentages of the field choose 1, 2 or 3 stops. 1 stop on dry softs, why not? 3 stops on dry hards, why not?

So AI also run dry softs in random? I thought they only pick dry hards? I dumped the telemetry to RaceAID.txt and it showed AI teams picked tyre_dry_type 0 everytime. I tried to tone down hard tyres resilience/stiffness in the editor to 0 or even negative values, hoping to make AI select softs instead but guess it's still doesn't work. It seems the resilience value for hards and softs are not as equivalent. for example, a level 3 resilience hards is still way more resilient than a softs on the same resilience level. there mus be a separate tyre wear modifier somewhere.

Yeah, as far as I've seen the AI is always on Dry Hard tyres. And yep, Hard and Soft resilience is quite different. I'm pretty sure, as I've definitely seen it but have not taken notes of it because ... have not researched that aspect enough, Hard tires of equal Resilience level to a set of Soft tires will wear out 5-10 times slower. Maybe I just invented that number, but Hards do wear out very slowly. The balancer is the fact Softs start with a lower "Wear" penalty, and properly managed a Soft stint will be faster than a Hard stint.
And then there's the AI using Hards at France and getting NEGATIVE tire wear, which the game properly recognizes as "very stupid" for the player and makes them have a minimum tire wear limit, but not for the AI
