Does this happen automatically at the end of every season and is this random?

Way too late answer:
Skill changes are indeed calculated automatically every off-season. It's not quite random; staff can advance if the team they worked for finished higher in the championship than who they worked for the year before that*, but may regress if the opposite is true. Younger chiefs are more likely to advance when eligible, older chiefs more likely to regress.
For drivers the progression system is more lenient, and they will generally gain skills just for racing in F1**, but may randomly decline in certain areas especially if they're an older driver who had a bad year.
*If the chief was previously unemployed, being at a team automatically counts as finishing higher in the championship.
**A drawback of this system is that test drivers won't advance, even if they're getting plenty of testing miles, because only GP experience counts.
