If your driver has high stamina, you can put points in "kerb use" , although dont do that at long races like Brazil, Monaco, Hungary... Top speed depends on engine ridigiti, acelerattion on engine heat and reliability ... Keeping everithing at 5 is ok for race, unless driver have low stamina, or engine low ridigiti, it those cases drop "kerb use" and "top speed". Strategy depends on track , and on which tyres you wanna use. Races with less laps, like Hochenhaim and Monza, Spa are better for 1 stop and hard tyres. For long races, like Brazil, Monaco, Austria, Hungary you can choose either 2 stop and hard tyres, or 3 stop and soft, trying 2 stop with soft can be risky.

Thx Tehnology counts for car performance and reliability, you can see in thread "decompiled code entry" all benefits of various tehnology upgrades. About driver orders, keeping everything at 5 is ok for most races, for qualifying try to add points and see if car is not overheating ,and so... Also, order "kerb use" is actually pace, if you put points into it, driver will drive more agressive/fast. Although, use it only in shorter races , and only if your driver has good stamina, otherwise you will get "driver problem" and retire from race.

In a Sauber like this you have to wait up to 12-13 races for a main sponsor
