Yes, testing is an absolute must. I tend to test as much as I can afford between races, especially if I fit new parts (Test Car Improvements). If I haven't "improved" parts (which seems to include fitting worse parts, ironically), I Test Car Performance. All these tests are done at full race distance (52 laps for my local track).
To get my pay drivers up to speed, I test Driver Skill - takes a long time to make a difference though. All these tests are performed at Silverstone (my local track, so the cheapest for a UK based team).
I will admit I tweaked the Aston Martin engine to be competitive with the best engines in the mod, and made them free and exclusive as I started the game from nothing with what was the Campos team (I think it was, the worst team in the game anyway) and renamed it. Hence the first few seasons were pants, lots of Seb Vettel-style crashes and spin offs until I could build up my drivers' skill and employ decent designers/engineers/mechanics, etc.
From another post in the forum, I've also started running my cars as light as I can get away with (you don't need to use the best parts, the cheaper ones can be faster believe it or not!). I also fit all the legal driver aids (although there is also some discussion as to whether this is necessary) and use the "perfect" car setups included with the mod. However, with a light car, setup will need a bit of tweaking as per the drivers' advice.
Finally, and yes, I know this might be considered a cheat, I always use "Do or Die" (or "Hammer Time" as I like to call it - I'm a die-hard Hamilton/Bono fan I'm afraid!) in qualifying. Being 1-2 on the grid makes it easier to control the race and if you can, run longer than your nearest rivals in the race. The overcut is VERY powerful in this game.
Even taking all the above into account, that is the only time I've ever managed to win every race in a season - it must have been pure luck, as my current season is a comparative disaster - I'm having to Do or Die in races to keep up with the Mercedes now and was beaten by Williams in Montreal and Tracing Point at Hungaroring...

Did you notice a bug with your last race? The result of the lastest race never counts in your high score. It's a little sad because sometimes the fate of the titles is decided in the last round.

Yes, it's a pain, I also had to manually add the result of "Marina" to my first screenshot, as I otherwise the last race never shows on your results and the next season starts!
